At least habitual smokers have a physiological reason for continually smoking. Willingly partaking in smoking because you're having some drinks is a much more indefensible type of smoking. Someone walk me through the reasoning because I've never had the desire to light up while I'm out.
So because you've never wanted to do something, no one else should? Smoking a few cigarettes a week while drinking has a negligible effect on long term health. It's simply something people find enjoyable.
As addictive as nicotine is, there are some people that can have 3 every weekend while drinking and never want or crave one while sober.

I smoke maybe 3 cigs probably one night a month. I don't have a good reason. Sometimes the urge just hits me and usually it is while drinking. I never crave them while at work or any other times. I don't really have a good reason.

When outside, you pretty much have to be right next to a person outside to get any appreciable amount of secondhand smoke. Not that hard a thing to avoid.

Except that drinking doesn't affect someone who is standing next to you. Whether or not it is a health hazard is irrelevant, second hand smoke irritates the majority of people who experience it.
Besides, drinking gets you drunk, and drunk is fun. Smoking gets you cancer and cancer is not fun.
