This isn't because they fell in love with him while thinking they had no chance with Appel. Lots of people thought they were interchangeable. Also, Appel has a higher price, which matters for your later picks with the budget. And the Stanford coach has let Appel go nearly 150 pitches a few times; that can't help the arm.
