Yea the complete part takes away from Darth as well. But I think having somewhat sympathetic villains can be acceptable.

I don't know that I'd put her numero uno or anything. But I really, really, really hated Nurse Ratchet.
Also Laughton in Mutiny on the Bounty was a pretty intimidating d bag. Particularly in a black & white age when everything seemed scaled back.

Amon Goeth from Schindler's List in addition to those already named. Also, Agent Smith from the Matrix deserves some mention along with Edward Longshanks in Braveheart.
