Never experienced this until I spent a couple of years in Ithaca, NY. In order for garbage men to pick up your trash, you have to buy trash tags. Each tag is $4 and works for one bag of up to 35 lbs of garbage. Of course, the garbage men are still selective about what they feel like picking up, even when you are in compliance. And don't forget that you can still be ticketed for throwing away recyclables, despite already paying to dispose of your trash.
The hippies of Ithaca were trying to control behavior and force people to recycle, while putting the tax burden on students that were already overpaying landlords for substandard living. I usually don't mind recycling and despise littering, but the fact that the city tried to control my behavior through taxes made me recycle less and litter just a bit more. That town f***ing sucks. Give me ugly, unsafe, Rt 1 traffic having College Park any day of the week.
