Some justified and reasonable infringement of rights has always been allowed by the courts. There are things such as confidentiality constraints, the CIA has extensive prohibitions against certain revelations, and each Administration has rules prohibiting members from joining lobby firms for three years after leaving public service.
In the private sector there are non-compete agreements which if done correctly prevent employment in certain industries, firms of specific employers.
Not sure what you are getting at with free of speech issues???
