federal employment law is pretty strict about payment of overtime. If you are deemed to be someone who is under supervision, not have a lot of authority over your schedule or work load your employer is required to pay overtime. The Dept of Labor has actually come down the last few years and enforced this a bunch, with lots of firms getting fined and having to back pay. At this point it doesn't surprise me if companies air on the side of caution by paying OT to non-managers.
