D.C. tax officials, criticized earlier this year for reducing commercial property assessments by $2.6 billion, lowered other assessments by an additional $1.2 billion through little-known settlements with property owners who had appealed to D.C. Superior Court, records show.
The $2.6 billion in assessment reductions, first reported by The Washington Post in August, helped spark a contentious D.C. Council hearing in October, when members asked pointed questions about the tax office, which is overseen by Chief Financial Officer Natwar M. Gandhi. Those reductions represent a $48 million decrease in potential revenue for the 2012 tax year.

51st State is my top suggestion. Solid beer selection, good neighborhood crowd, reasonably priced for DC. One potential negative, depending on who you root for, is that it's a "New York sports bar" so if there's a game on you might have that crowd in there.
If you want to go downscale and cheap, the Froggy Bottom is your choice. It's basically a fraternity house basement serving beer in plastic cups, but the prices can't be beat.
If he likes a more upscale vibe, I haven't to the A Bar (inside the Avenue Suites) yet, but it opened several months ago and is supposed to have funky drinks and a loungey vibe. There's also Circa, which has excellent talent on display when their patio is open, but it is way too cold for that tonight.
If you want to eat _and_ drink, BTS has great burgers and a really outstanding beer selection, but it's more of a burger joint with great beer than a bar with good food, so I wouldn't happy hour there.

My friends got beat up by 6 black dudes this past Friday right outside Marvin on 14th St.
Friend1 is apparently dating a racist and she got in a verbal altercation with some black dude outside of Marvin as they were trying to catch a cab. Still not sure what started it but friend1's girlfriend was apparently saying some really ignorant stupid stuff and proceeded to slap the guys hat off his head. The guy then proceeded to slap her. She had to be held back from getting her as kicked by friend1 and friend2. The guy then made his way to the street where his ride had apparently just pulled up. My idiotic friend1 yelled something out to the car which got these six black guys so mad they came out and started to stomp friend1 out. Friend2 who was trying to diffuse the initial situation with the girlfriend and guy, tried to stop the stomping but just got sucker punched in the face. Girlfriend tried to intervene and she also got punched in the face and got knocked out cold. The guys got back in their car after a good 30 second stomping and drove off. This is when I finally arrived on the scene and was filled in on what happened. I had run across the street to get a sandwich from Taylor Gourmet. One of the best sandwiches I've ever had.
Cops and paramedics came. Friend1 was fine, just some bruises on rib, friend 2 was fine with just a cut black eye, and racist girlfriend had to be taken to hospital because she was knocked out cold for a good while and apparently has a history of having seizures.
Morals of the story: 1) Don't be a racist. 2) Don't date a racist. 3.) Don't go out with friends that have racist girlfriends. 4) Never pass up the opportunity to go to Taylor Gourmet at 3 in the morning.
