Someone on Facebook just posted some anti-Obama tax rant, saying he now has to pay $300 in taxes more each pay period (gets paid twice a month) and an extra grand in insurance.

Any chance the decrease he's seeing could be from a difference between 24 / 25 pay periods in a year, depending on when payday falls?
You have to remember though that the FICA portion of the payroll tax will phase out around $110,000 so that will lead to about a 6% difference after that amount is reached. Regardless he is in or very near the top 1%.
I make around that and my taxes went up $75/period.
I heard about this on the radio (and stole the link from the Phog) but a Software Engineer making 250k/year outsourced his own job to China for a quarter (?) of his salary so he could do nothing all day. (Pretty smart if you ask me.) However, he ended up getting caught when his company got audited and saw that someone was logging in remotely from China.
