This is the closest to correct...the others are implying some sort of random process - it's not even close to random.
The simplified version is:
Question #1 - Is the applicant school UNC, Duke, UK, KU, or UCLA? If so eligibility = Y, if not eligibility =N and take your chances with an appeal...
Is it Maryland? Denied.
Not Maryland? Then maybe.

Kanter received $33k from his senior club Fenerbace for payment of a private tutor, which is common in European basketball. He turned down thousands of dollars to turn pro in the turkish league and to play for the turkish national team. He offered to pay the 16k back. The money would have been considered legal if the club had paid the tutor directly. This was also the season Josh Selby only received a 9 game suspension for receiving $4k from a booster for clothes/transportation/food.
